iCET’s “Evaluating California’s Zero-Emission Vehicle (ZEV) Credits and Trading Mechanism and its Potential Suitability for China”report, supported by the Energy Foundation, was published earlier this week. The report introduces the Californian innovative ZEV-Credits program and evaluates its effectiveness through a case study of the world’s leading electric automaker, Tesla Motors. The report highlights the effect the ZEV credits program has on capacity building for small manufacturers in a fast evolving and highly dominated market place. National and local key stakeholders clearly agree that, although China has already committed to ambitious energy consumption reduction policies and begun incentivizing the commercial development of New Energy Vehicles (NEVs) and related infrastructure, more aggressive, comprehensive, and innovative approaches are needed. This report is aimed at kick-starting a more in-depth evaluation of California’s successful ZEV Credit Program, intended to lead to the design of a similar ZEV-credits scheme custom tailored to China.
